旗竿敷地に建つ空家を減築し、集会所とする。新たに生まれた空地は住民のための農地として利用する。農地の外周には歩道(畦道)を巡らせ各戸へのサブアプローチを設ける。
街区の中庭のような農地は郊外住宅地のコミュニケーションを促進する。
